leuqram, "C:\Documents and Settings\TEKNICOM SERVICES\My Documents\My Pictures\hands.jpg" is not a valid URL. What you need to do is upload that file to the Internet (there are plenty of free image hosting sites out there such as www.flickr.com) and then acquire the URL of your image (Usually starts with http:// and ends with .jpg). Use that URL when changing your avatar.
